Traveling Passau to Linz to Wien by train, we would like to see a bit of the Wachau region. Our plan is a two day stop in Krems und Stein. We would take a day trip to Spitz and back on a Einfach-Raus-Ticket, perhaps stopping somewhere else along the route.
Is that a reason approach to seeing the area?

You have many options to visit this area.
One is to make Krems your base.
But know this is a town of more than 20000 people not a little village. While Krems offers some interesting siightseeing it does not offer the atmosphere of Melk, Dürnstein, Spitz or Weissenkirchen.
Krems Und and Stein were former villages that over time grow together , now just one town. The area of Stein , in my opinion the nicest. It has the Danube Boat landing too .

Note that the boat stops at Dürnstein and Spitz too- ideal to take the boat one way and return to your base by train.

Vertical, thanks for your input. I have started looking at other places to stay. One of our pleasures of travel is window shopping and strolling in the evening. I am not sure about how this would work in small villages. It could be that we would be better to bypass Wachau this trip.

If this is a big requirement - try Krems - pedestrian zone shopping area and an interesting historical area- some nice cafes and restaurants add to the mix.
But , the villages like Dürnstein and others- very nuce lighted river promenedes and most interesting series of old buildings.
At night the Ruined castle above Dürnstein ( legend says Richard the Lionheated of England held for ransom there in the 1100s.
But each of us like something different -
But I think you miss a very good area to visit.
